Board adjourns amid ‘non compliance’ claim

Four public hearings — focused on crucial zoning issues stalled downtown — went off the rails swiftly last week when two Plymouth Town Council members raised objections that prompted planning board members to adjourn without consideration of the proposed amendments.

Councilwoman Donsenia Teel interrupted discussion minutes after the Monday, January 6, 11 a.m. meeting convened, insisting that the planning board is “out of compliance.”

Town Manager Joanne Floyd reminded that legal counsel in a December 9 meeting advised that the planning board is still legally “seated” despite council’s failure to appoint members in a timely fashion...
