Bond, term limits hit obstacles for Plymouth council

Two things on Plymouth Town Council’s agenda for several months — the bond for a proposed miniature golf course and a desire to have four year terms of office — have reached a stop or detour sign and a third — the Harbor Town project — is poised to clear a hurdle to move forward.

Toward the end of council’s regular meeting Monday evening, April 14, town attorney Arnita Dula told council that the “decommissioning” bond they required for miniature golf courses built in the central business district is “illegal.”

The bond issue came up more than six months ago, in September 2025, when the town’s planning board heard a request from businessman Lou Manring for a text amendment to zoning ordinances to allow a miniature golf course downtown...
